Phoebe Halliwell is the third Charmed One, the younger sister of Prue and Piper, and the older maternal half-sister of Paige Matthews. Phoebe is the third-born and last child of Patty Halliwell and Victor Bennett.

She was once pregnant with and lost a son while she was married to Cole Turner's younger brother Damien Turner.

Phoebe was often considered the weakest of the Charmed Ones by demons due to her primary powers being more inclined to be passive than active. However, she consistently proved them wrong with her formidable martial arts skills and her remarkable spell-casting talent. Her Wiccan powers gradually evolved, coming to include dangerously offensive aspects that could match those of her sisters: Premonition and Levitation.

Besides this, Phoebe possessed the basic powers of a witch: the ability to cast spells, brew potions, and scry for lost objects or people. She could also access The Power of Three, the collective power of the Charmed Ones.

Death

Desperate to rescue her boyfriend, Cole Turner, Phoebe was tragically murdered on May 17, 2001, in The Underworld by the Source of All Evil own hands, which temporarily severed The Power of Three altogether. After Cole brought Phoebe's body to Manor to look like she died there instead.

Afterlife and Resurrection

In 2002, her sisters thought that she was living happily in the afterlife with their mother and grandmother, though they were eventually told that Phoebe had been resurrected by The Seer.

Marriage with Damien Turner

After her resurrection, The Seer introduced Phoebe to Damien, a long-lost brother of Cole Turner whom Cole does not know about his existence and Phoebe was surprised that Cole has a brother.
